Reporter Alison Holt follows councillors and officials as they make decisions on which services to cut and which to charge more for in Havering, a London borough facing a £50 million deficit. As the clock ticks down to decision day she discovers how spiralling care costs for children, the elderly and homeless people threaten to push the council – and others across the UK – into the red. ![Paying more for less: Councils in Crisis](https://www.roganproductions.co.uk/hubfs/assets-2026/posters/unscripted/councils-in-crisis-panorama.jpg) Release Date: March 18 2024 Length: 30' Crew: **Reporter:** Alison Holt. **Producer/Director:** Edward McGown **Executive Producer, Rogan Productions:** Sandy Smith **Executive Producer, BBC:** Tom Stone **Editor:** Karen Wightman Where to watch: Coming soon to the Rogan Documentaries YouTube Channel ## Similar films [![Britain's Ketamine Crisis](https://www.roganproductions.co.uk/hubfs/assets-2026/covers/hazel-bikes-recrop.jpg)](https://www.roganproductions.co.uk/films/britains-ketamine-crisis) [Britain's Ketamine Crisis](https://www.roganproductions.co.uk/films/britains-ketamine-crisis) [Read more](https://www.roganproductions.co.uk/films/britains-ketamine-crisis) [![Trump and Starmer: A Special Relationship?](https://www.roganproductions.co.uk/hubfs/assets-2026/covers/trump-cover.jpg)](https://www.roganproductions.co.uk/films/trump-starmer-special-relationshi) [Trump and Starmer: A Special Relationship?](https://www.roganproductions.co.uk/films/trump-starmer-special-relationshi) [Read more](https://www.roganproductions.co.uk/films/trump-starmer-special-relationshi) [![Why Are Vet Bills So High?](https://www.roganproductions.co.uk/hubfs/assets-2026/covers/Why%20are%20Vet%20Bills%20So%20High.jpg)](https://www.roganproductions.co.uk/films/why-are-vet-bills-so-high) [Why Are Vet Bills So High?](https://www.roganproductions.co.uk/films/why-are-vet-bills-so-high) [Read more](https://www.roganproductions.co.uk/films/why-are-vet-bills-so-high) [![What if Putin Goes Nuclear?](https://www.roganproductions.co.uk/hubfs/assets-2026/covers/jon-snow.jpg)](https://www.roganproductions.co.uk/films/what-if-putin-goes-nuclear) [What if Putin Goes Nuclear?](https://www.roganproductions.co.uk/films/what-if-putin-goes-nuclear) [Read more](https://www.roganproductions.co.uk/films/what-if-putin-goes-nuclear) [![Boris Johnson: Has He Run Out Of Road?](https://www.roganproductions.co.uk/hubfs/assets-2026/gallery/Boris%20Johnson/Boris%20Johnson%20HHROOR-boris-johnson3.jpg)](https://www.roganproductions.co.uk/films/boris-johnson-has-he-run-out-of-road) [Boris Johnson: Has He Run Out Of Road?](https://www.roganproductions.co.uk/films/boris-johnson-has-he-run-out-of-road) [Read more](https://www.roganproductions.co.uk/films/boris-johnson-has-he-run-out-of-road) ###### SEARCH ###### FOLLOW [![x](https://www.roganproductions.co.uk/hubfs/assets-2026/socials/x.svg)](https://x.com/RoganProduction) [![facebook](https://www.roganproductions.co.uk/hubfs/assets-2026/socials/facebook.svg)](https://www.facebook.com/RoganProductions/) [![instagram](https://www.roganproductions.co.uk/hubfs/assets-2026/socials/instagram.svg)](https://www.instagram.com/roganproduction) [![vimeo](https://www.roganproductions.co.uk/hubfs/assets-2026/socials/vimeo.svg)](https://vimeo.com/roganproductions) [![in](https://www.roganproductions.co.uk/hubfs/assets-2026/socials/in.svg)](https://www.linkedin.com/company/rogan-productions) [![youtube](https://www.roganproductions.co.uk/hubfs/assets-2026/socials/youtube.svg)](https://www.youtube.com/channel/UClOwgTv7NpU1wJh9gmIyv5w) [![tiktok](https://www.roganproductions.co.uk/hubfs/assets-2026/socials/tiktok.svg)](https://www.tiktok.com/@roganproductions) ###### SUBSCRIBE ### New films, screenings and stories straight to your inbox. © 2026 Rogan Productions Limited | [Privacy Policy](https://www.roganproductions.co.uk/privacy) | Company Registration No. 08385838
